Symptoms
On : 8.6.5.x or 8.6.6.1 version, Application Access Controls Governor
AACG is used to report segregation of duties(SOD) in the business applications. Under Manage Jobs page that the "Run By" column is empty.
STEPS

The issue can be reproduced at will with the following steps:
1. Run a Job eg. Control Analysis.
2. Navigate to Setup and Administration > Manage Jobs page.
3. Notice that the "Run By" column is empty.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot see who ran the different jobs.
