Datasource Synchronization Fails With ORA-01658: unable to create INITIAL extent for segment in tablespace XXXXXX (Doc ID 2186412.1)

On : 8.6.5 version, Application Access Contr. Gov.

In GRC application, when run the access synchronization to make sure the GRC repository with current EBS data, the access synchronization job fails with below error message in grc.log file.

2016-09-19 16:58:53,560 ERROR [GrcExecutorThread-129] EtlJob:297 Access Sync Failed - Tcg Etl will be skipped
oracle.apps.grc.dataservices.exception.DataServiceException: Datasource synch failed
2016-09-19 16:58:53,563 ERROR [GrcExecutorThread-129] EtlJob:323 Error occured in EtlJob
oracle.apps.grc.common.job.JobExecutionException: oracle.apps.grc.dataservices.exception.DataServiceException: Datasource synch failed

The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Administration > Manage Application Datasources.
2. Select a datasource.
3. Go to Actions > Run Synchronize Access.
4. Go to Manage Jobs page and review the job status.

The issue has the following business impact:
Due to this issue, users cannot able to synchronize the datasource with EBS database.
