Not Able to Start DM After DB Migration (Doc ID 2186711.1)

Goal

The user has migrated BRM Database from one server to another and has changed Oracle client tnsnames.ora file with new database details.
ORACLE_SID has been set for the new database and BRM was able to connect to the new database through sqlplus.

However, dm_oracle can not be started.
