Role Approval Request Not Appearing in Manager's "My Work" in Instantis EnterpriseTrack (Doc ID 2186945.1)

Symptoms

When a role approval is submitted for a project allocation, it is not being routed to the resource managers "My Work" page even though the resource manager has the 'Approve Resource Requests for Allowed Roles' permission selected.

The issue can be reproduced at will with the following steps:
1. Log in as Application Administrator (app_admin) or user with equivalent privileges
2. Navigate to Resources > (resource) - notice the Resource Manager
3. Navigate to (projectID)> Resources > Click Create > Team Member
4. Change Project Role to (role)
5. Select [radio button] Entire Project
6. Select (resource)
7. Click Submit
8. Logout
9. Login as (resource manager) > My Work - there are no requests
