Demantra patch 18139794 issue - Permission Levels are not getting updated

After applying the patch 18139794, we have identified that user permission levels are not getting updated when we assign multiple Demantra responsibilities to the APS users.

Per version details provide by the customer the patch 18139794 is Demantra 12230033 build 30

Here is the test case....

We have assigned the Demantra responsibility 'Sales and Operations Planner' to the user C_VPINNI, then the user got created in Demantra user_id table with permission level 4.
Again we have assigned another Demantra responsibility 'Sales and Operations Planning System Administrator' to this user.

If we check this user in user_id table now, the permission level is still 4. It should be 1 as we have assigned him Admin responsibility.
