Stderr And Stdout Files Are Not Being Generated After Upgrading To CCB 2.4.0.3 (Doc ID 2187096.1)

Symptoms

On : 2.4.0.3.0 version, ENV - Environment

ACTUAL BEHAVIOR
---------------
Stderr and stdout files are not being generated after upgrading to CCB 2.4.0.3.
Batch jobs execute but no batch output log files are created.

EXPECTED BEHAVIOR
-----------------------
Batch jobs executed create output log files.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. The applicaiton has permission to the splout directory.
2. It is writting the threadpoolworker.job and threadpoolworker.cache files to the directory.
3. The directory has plenty of space
4. Only stderr and stdout are not created.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
stderr and stdout are not created.
