Why are On hand quantities NOT pegged to the demand on FIFO basis?

For Example:

On-hand available in 3 lots for item # C101001A
Lots with Origination Date & Expiration Dates are given below from Lot function

Lot Origination Date Expiration Date

1. Lot 1511506448 8-May-2015 31-MAR-2018
2. Lot 1511503517 9-MAR-2015 31-JAN-2018
3. Lot 141510162 10-DEC-2014 31-OCT-2017

For Item C101001A, safety stock of 359 is pegged to Lot 1511506448 which is created and expiring AFTER the other 2 lots.

Customer expecting safety Stock to be pegged to Lot 141510162
