If the OOTB JGroups configuration does not work, how to manually configure JGroups within the erjgroupssynchronizer-5.0.jar?

Symptoms

IM updates like Password changes in InfoManager are not being immediately seen by the InfoCenter applications.

The following steps were taken:

1. The instructions in (Doc ID 1041041.1) have been followed and still jgroups is not broadcasting the messages correctly : What is Jgroups, How is it used, and How to Find Out if it is working correctly? (Doc ID 1041041.1)

2. Our network is setup for IPV6, so according to 'Doc ID 1040743.1', we also tried adding the following to the Arguments field in Server Start subtab of the managed WebLogic server :
 -Djava.net.preferIPv4Stack=true
