ASAP Is Not Creating Work Order (Doc ID 2188239.1)

Symptoms

We have built a new instance of ASAP and Weblogic. ASAP is installed in ManagedServer_1 with port 7203. When using ./runWSClient command, we are successfully able to create and view an Order through the OCA from a sample XML.
However, if the request is coming from the WebServiceQueue in Weblogic, the message is consumed but no order is created in ASAP. The JMS server logs shows the request message but the logs in ASAP_HOME/DATA/logs doesn't seem to show any clue whether ASAP even tried to create an order.
