Documaker Interactive - Users Receive `Failure Of Web Server Bridge` Message When Starting Application

On : 12.1 version, Enterprise Edition
When user attempting to launch Documaker Interactive from custom app or browser URL,
the following message woudl appear;
Failure of Web Server Bridge
The issue has the following business impact:
1. The customer reports that refresh screen helps sometimes, not always.
2. Users at several location locations encounter the problem.
1. Apache certificates SHA1 were replaced with SHA2 in April 2016. That time the customer had a problem with their customer app ( Oracle Documaker) and it was fixed by enabling the WebLogic 'JSSE SSL' feature.
2. Weblogic certificates SHA1 were replaced with SHA2 in August 2016. After this change, users started to receive 'Failure of Web Server Bridge' Message
