Custom Fields Not Displaying List Options After Upgrade To 16.1 in Instantis EnterpriseTrack (Doc ID 2188269.1)

Symptoms

Custom fields are not editable due to lack of the listing items visibility in the drop down menu.

Unable to update fields because the data is missing in the fields.

The issue can be reproduced at will with the following steps:

1. Login as User with ability to view projects or proposals
2. Click Edit
3. Attempt to edit Custom Fields with Type 'list' in the Classification Areas

NOTE: This issue is Not limited to Classification Area or Projects / Proposals. This is affecting the following entities: Project, Program, Resource, Activity, Charter, and Idea entities with Custom List fields.
