WX-RETWSSTOUMappingService XAI Service returns shifted hour data in DST after upgrading to SP3 for MDM 2.1 (Doc ID 2188700.1)

DST - Daylight Savings Time
IMD - Initial Measurement Device

MDM - Oracle Utilities Meter Data Management
SP - Service Pack
XAI - XML Application Integration

In MDM integration with CCB when running WX-RETWSSTOUMappingService XAI service is returning the data in DST with the hour shifted. The XAI service in SP3 is returning the data in DST with the hour shifted by 1 hr. It seems like the service is shifting the already shifted time, making it off by 1 hr.

 This was not observed prior to SP3 in MDM version 2.1.
