While setting up rates, Characteristic Collection eligibility criteria was used for some of the eligibility rules as they were setting up Calc Rules. However, when using rate check, it seems like all the other eligibility rules work fine but those using Characteristic collection always return a false. Tried it in a completely up to date CC&B 2.5 SP2 environment to make sure we are not missing any patches either.
