Wholesale Return Purge Is Not Purging The Returns Which Do Not Have Entry In Table WF_BILLING_RETURNS

On : 13.1.6 version, Batches

WFRTNPRG program is not deleting Franchise (WF)  returns which were closed from approved status if no corresponding records are found in WF_BILLING_RETURNS.

Steps to reproduce:
The issue can be reproduced at will with the following steps:

  1. Create WF return and approve.
  2. Close the WF return.
  3. Change the vdate such that the WFRTNPRG to pick up the return for purging.
  4. Notice the return is not purged due to no records in WF_BILLING_RETURNS table.
