RPAS FC: Edit->Fill Is Disabled at Worksheet Intersection Although Measure Baseint Is Lower (Doc ID 2190144.1)

The spread options in the Edit -> Fill popup get disabled at the worksheet intersection level, even when that level is above the Measure baseint.  The popup default is Replicate, so the user can only use that option. This prevents the user from selecting the desired spread option (including the default measure spread) at that level, even though it is a valid level for spreading.

For example, the worksheet intersection might be at Class and the measure baseint at Subclass. The Edit->Fill spread options are disabled at Class, even though this is a valid level for spreading for the measure since it is above the measure's baseint.

As a workaround, the user can enter a letter in the cell instead of using the Edit->Fill popup. The options are r, e, p, and d. Refer to RPAS Fusion Client User Guide for details.
