SIM Allows Receiving Zero Quantity for One of the Items on a PO That Has No ASN Attached

In the Store Inventory Management (SIM) application, we find that when an item on a Retail Merchandising System (RMS) generated Purchase Order (PO) is not received (i.e., received quantity of 0), SIM includes the zero receipt item also in the message published to RMS.
Steps to Recreate:
1. Create a regular PO in RMS and include multiple items.
2. In SIM, receive the PO. Receive all items but one - and for this one item, enter the quantity as zero (0).
3. Confirm the receipt.
4. Note that SIM publishes a message to RMS containing the item with zero received quantity.
