Symptoms

ACTUAL BEHAVIOR
---------------
An email alert is triggered on a manual category value change within a workflow, sending the email notification to the configured recipients.
The recipients received the email 20 times, rather than 1.

EXPECTED BEHAVIOR
-----------------------
Each recipient should only receive 1 email.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users receive duplicate emails.
