Unable To Save Or Preview Content In Experience Manager

Information in this document applies to any platform.
After installing an Oracle Commerce 11.2 test environment, users are unable to preview, or save, or publish changes in Experience Manager.
The deployment status message (at the bottom of the page) is empty, and is not updating or showing success/failure messages after clicking "save".
The issue can be reproduced at will with the following steps:
1. Login to Experience Manager
2. Make changes or create new content
3. Attempt to preview content
4. Attempt to save content
5. See no deployment messaging
6. Check for generation files representing the saved content
7. See no generation files
Due to this issue, users cannot work in Oracle Commerce 11.2 Experience Manager
