Input Retail Price Staged In SVC_XITEM_RIZP Is Not Loaded Into RPM_ITEM_ZONE_PRICE (Doc ID 2191592.1)

Using Retail Integration Bus (RIB), when creating an item via staging table and specifying retail prices in XIZPDesc records, rows are written into SVC_XITEM_RIZP with the provided details correctly. However, the item is actually created with incorrect retail price in Retail Merchandising System (RMS).

Steps to Reproduce:

1) Create item into RMS staging tables using IGS/RIB:
    a) Set attempt_rms_load to 'STG'.
    b) Set izp_hier_level to S.
    c) Populate XIZPDesc.
    d) hier_id to 'Store_X' (a store in zone 1 per RPM_ZONE_LOCATION).
    e) selling_unit_retail to $120.
2) Verify that SVC_XITEM_RIZP is showing the input Retail Price.
3) Upload to RMS tables.
4) Verify Retail Price in RPM_ITEM_ZONE_PRICE and RPM_ZONE_FUTURE_RETAIL. Notice, Item is showing $50 instead of the input retail price of $120
