No Duplicate Name Removal Suggestion In Agile PLM 9.3.5 When Adding Same User As Approver And Observer

Symptoms
On Agile 9.3.5.0 version, functional behavior change from previous version.
When trying to move a user from Approver to Observer or vice versa, no longer receive the duplicate name removal suggestion that the person is listed as both Approver and Observer - 'Would you like to remove the duplicate Approver or Observer'
Instead, the Error simply tells they are listed in both places and no dialog box appears to ask to select one or the other. This is resulting
in a multiple step process:
1. Remove the person from Approver/Observer
2. Add them to the Approver/Observer
In Agile 9.3.1 there was a dialog box that you were able to choose to remove from Observers or Approver's and then they would automatically be removed.
