Non-Emergency Users Cannot End Promotion On Current Business Day (Today's Vdate) (Doc ID 2192984.1)

End-users cannot end a promotion for current business date without opening up emergency access to promotions, which opens emergency access to start promotions same day (which is not desired).
Without emergency, you cannot end the promotion to reset the price tomorrow. In essence if you do not have emergency access you cannot reset the promotion date for 2 days.

This is unacceptable to the way business works. If you add emergency access, then the users can also enter a start date of today - which is a same day change and is not allowed by the business.

Expected Behavior:
The promotion end-date should not be restricted by emergency unless it is time based. Furthermore entering today's date updates the price next day. As the promo end-date is the last day the promotion is in effect.

The issue can be reproduced at will with the following steps:
1. RSM role is set without allowing Emergency access to Promotions..
2. Enter a promotion.
3. Maintain promotion.
4. Notice that Promotion cannot be reset for current date unless you have emergency access.
