Upgrade From 11.5.10 to 12.2 - MSCSEQUP.sql Has Performance Issue When Running The 12.2 Base Upgrade (Doc ID 2193142.1)

Symptoms

When applying the upgrade patch to move from 11.5.10 to 12.2 base release, we have several reports of long running during execution of SQL file - MSCSEQUP.sql

Customers find that BOM MLOG's used for collections are have many rows and when we execute this SQL file - we are dropping snapshots for ASCP Collection functionality.

Per standard RDBMS functionality - when a snapshot is dropped, the related MLOG table used to refresh that snapshot will have the rows deleted

Since the upgrade process is making many change to BOM tables via execution of file bom10u03.sql, this delete is taking a long time - sometimes several hours or longer depending on the size of customer BOM components table
