ValidateExpressions Flags Warnings As Errors Even if the WARNING Attribute Is Properly Configured - Causes Cycle to Stop Processing (Doc ID 2193574.1)

Cycle Issues

Actual Behavior
Users are trying to configure warning messages that do not stop cycle.
The Verification Screen is configured  which works, as well as the WARNING attribute.
The errors correctly display as warnings on the verification screen, but these errors are causing cycle to stop.

Expected Behavior
Expect cycle to continue process when an activity hits a warning message.

Steps to Reproduce
1. Configure a transaction with the following:
VALIDATEEXPRESSIONS Business Rule (Included in TBRP):

2. Create a pending activity
3. Run cycle
