All ALM Cash Flow Processes Fail for New ALM User (Doc ID 2193583.1)

Symptoms

On ALM 8.0.2, all ALM processes run by a new user are failing. The ALM debug log ends with the following:

ACTUAL BEHAVIOR
All cash flow generating processes are failing for a new ALM user. The batches fail from the UI and from the command line.

EXPECTED BEHAVIOR
Expect ALM processes to complete successfully.

The issue can be reproduced at will with the following steps:
1. Run previously working ALM processes with new user
