Loading Questions on Rated CDRs in Closed State

Goal
On : 7.5.0.10.0 version, Event Management
There are 460 files which were rated in the month of July and were not loaded to database yet (i.e. not RELd yet).
As seen from the .out file, the item poids are already populated in the file and these items belong to July month and all those items are in closed state now.
Three questions here:
1) Whether we will be able to load this files now?
2) If we will be able to load the files, whether the current month item objects will be updated ?
3) Is there anything else that should be taken care to avoid data discrepancy if we are trying to load this files now?
