Reports not Running in GA Error: GA Report System has stopped working. (Doc ID 2194121.1)

On :  8.2.0 version, Reports
Reports will not run from the OIGA system even when run from reports shortcut.
This issue started after a software (non-GA) update and is only happening on one of the two users' machines that run reports.

Error: GA Report System has stopped working.
A problem caused the program to stop working correctly. Window will close the program and notify you if a solution is available.

The issue can be reproduced at will with the following steps:
1. Run GA report from shortcut
2. Select a report and execute.
3. Report begins to run and then stops and gives error message.
