Why Does SIM Automatic Order Picking Not Work for RESERVE_CUSTOMER_ORDER_INVENTORY_UPON_RECEIVING=NO? (Doc ID 2194300.1)

Goal

In Store Inventory Management (SIM) version 14.1.2, automatic order picking does not work when RESERVE_CUSTOMER_ORDER_INVENTORY_UPON_RECEIVING=NO.  Why is this?

The scenario is described below:

Customer orders items A, B, C.
Items A and B are available on the fulfillment store.  For item C, however, a transfer related to the customer order must be created from another (sourcing) store.
On the fulfillment store we have the following SIM store parameters set:
  - AUTO_PICK_ON_RECEIVE_TRANSFER=YES
  - AUTO_PICK_ON_RECEIVE_WAREHOUSE_DELIVERY=YES
  - RESERVE_CUSTOMER_ORDER_INVENTORY_UPON_RECEIVING=NO

Order Management System (OMS) sends the order to SIM for items A, B, C.   All of them are immediately reserved (when recorded in SIM), and items A and B can be picked (as the inventory is available).
For item C, the transfer is created, so it is shipped from the sourcing store to the fulfillment store.

When receiving item C we would like to have automatic picking (available in SIM).  But automatic picking does not work in this case.  FUL_ORD_LINE_ITEM.QUANTITY_PICKED is not updated according to the transfer received quantity.
Automatic picking works with RESERVE_CUSTOMER_ORDER_INVENTORY_UPON_RECEIVING=YES, but in this case items A and B are not immediately reserved, so cannot be picked.
