PCM_OP_CUST_UPDATE_SERVICES did not Generate the Service Order Correctly

PCM_OP_CUST_UPDATE_SERVICES did not generate the service order correctly when a device was added/removed to a service while at the same time updating the /service.PIN_FLD_EXTENDED_INFO attributes.
In the below example flist, the voice service updated to add a device as well as change the attribute XXX_FLD_MAX_LINE_NUM value from 3 to 4. The service order output in the logs would indicate that device was added but did not show that the attribute MAX_LINE is changed.
The ACTION was still shown as "I" for MAX_LINE though with updated value. The field XXX_FLD_MAX_LINE_NUM is mapped to MAX_LINE in /config/telco/provisioning/fieldlist.
