Security Is Not Propagated to All Groups Attached to Product When Adding Plan the the UI (Doc ID 2194675.1)

Symptoms

On :  10.1.2.8 version, Plan information

Actual Behavior
When adding a new plan to a GroupCustomer in the UI, the security for that plan only gets propagated to the Security group in which the user that added the plan belongs to.

Expected Behavior
When adding a new plan to a GroupCustomer in the UI, the security for the plan should propagate to the Security group in which the user that added the plan belongs to.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Create 3 plans in the UI,  2 of them with users in security group "Super" and 1 of them with the a user in "Group 2" security group.
2. View Policy in Group Plan - 00001 (created with user in security group "Super") - Activities are only visible to "Super" users
3. View Policy in Personal Plan - 00001 (created with user in security group "Super") - Activities are only visible to "Super" users
4. View Policy in Seminary Plan - 00001 (created with user in security group "Group 2")  - Activities are only visible to "Group 2" users

Business Impact
Due to this issue, security must be manually set for each security group in every Plan.
