Batch Rating Hangs Under Impact Analysis (Doc ID 2194966.1)

Symptoms

On : Insbridge 4.5.1 version, RateManager

ACTUAL BEHAVIOR
---------------
After submitting a batch file in the Impact Analysis module to test a rating program, I get a message saying the request has been submitted for processing with no errors, but no output file is ever created.

EXPECTED BEHAVIOR
-----------------------
Impact Analysis should create output file

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From within the Impact Analysis window, click on "Open Batch File".
2. Click "Browse".
3. Navigate to and select the input XML file needed to test a rate program.
4. Click "Open". Then click "Run".

A message states "Your request has been submitted for processing. You will receive an email at [jcall@idfbins.com] when the batch rate has been completed."

There is no subsequent indication that the batch job ever completes. No output file is created.
