Scheduler Not Performing Automatic Status Transition When Dispatching Activities (Doc ID 2195237.1)

Goal

On : 2.2.0.3.11 version, Scheduling

ACTUAL BEHAVIOR
---------------
Scheduler is not triggering the auto transition rules when the activity is Dispatched. Observed this very frequently only after the v2.2.0.3 Patch set 11 was applied. In this case the activity was transitioned to 'Queued For Dispatch' at 08/04/2016 09:32 PM. However, the activity did not transition to Dispatched status until the M1-TSKTR was run at 08/04/2016 9:55 PM. If the batch is not run, the activity remains in QFD.
