Symptoms
On : 3.1.2 version, Experience Manager for Developers (or Rule Manager)
Business users see an error while trying to save changes in Experience Manager.

Error: Last attempt to publish to the MDEX Engine failed at <DATE>
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On the affected environment, login to Experience Manager
2. Attempt to make changes to content in Experience Manager
3. Click the "Save" button, to save the changes made in (2)
4. Near the bottom of the page, see the reported error, in red
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create new or edit existing experience manager content triggers.
