SLEE Applications Unable to Log Statistics (Doc ID 2195620.1)

Symptoms

In all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C), it is possible for the smsStatsDaemon to fail to create the statistics shared memory segment in the Service Logic Execution Environment (SLEE).  As a result, all the SLEE applications which log statistics are unable to do so and throw errors every time they try.  The errors logged by the assorted applications differ per application but some examples are as follows:

Due to this, no statistics are logged by the SLEE applications which then are not replicated up to the Service Management Server (SMS) to be viewed by the SMS Statistics Screens.
