Non-Currency Balance Not Syncing to ECE at Account Creation

Goal
Consider this scenario:
* A product is created with cycle forward monthly, granting non-currency resource (say, free minutes) and applying a currency charge as well.
* An account is created, purchasing above product.
* After account creation, checked balance in ECE cache, but its not reflecting the non-currency grant nor the charge.
So it looks like the Balances are not getting synced for Cycle Forward event.
How to resolve this issue?
