Does rehostuser Support LDAPS? (Doc ID 2196212.1)

Symptoms

On new backend stores, rehostuser is failing to change mailUserStatus or mailHost while it is working on our old servers.  We see the following error:

Failed to set mailUserStatus for uid=<USERID>,ou=People, o=<DOMAIN>, o=email: Could not connect to the LDAP server (91)

Changes

The notable difference between the servers is that the new Messaging Servers are configured to use LDAP over SSL.  Does this mean that rehostuser does not support LDAPS?
