NMS Viewer Ignores "Big Symbols" Checkbox if Enabled by Default (Doc ID 2196586.1)

Symptoms

On : 1.12.0.3 version, Web Workspace

Big symbol behavior not working as expected on initial viewer launch, if Viewer Big symbol option default is set to ON

If big symbols is initially_selected="true" it should be enabled at the viewer startup.
However, the viewer ignores the setting when it is.

The issue can be reproduced at will with the following steps:
Enable big-symbols by default:
$NMS_CONFIG/jconfig/ops/viewer/xml/VIEWER_MENUBAR.inc

    accelerator="shift B"
  data_source="DS_VIEWER_DEFAULT.BIG_SYMBOLS"
  initially_selected="true"
  data_source_value_type="true/false">

Launch a viewer.
focus on an outage with a call.
zoom out.
the outage and call symbols scale the same as the rest of the symbols.

Toggle off big symbols.
Zoom in and out a couple of times.
There's no change in scaling behavior.

Toggle big symbols back on.
The symbols immediately change size.

Zoom in and out a couple of times.
The symbols scale differently, as expected.
