Sccext Batch is Aborting When Executed in Multi Thread Mode (Doc ID 2196728.1)

Symptoms

Sccext batch is aborting, when executed in Multithread, with below error:

sccext_7~20160803084737~process~~0~ORA-0000: normal, successful completion~INTERNAL STORED FUNCTION ERROR: function=COST_EXTRACT_SQL.BULK_UPDATE_COSTS, error=@0TABLE_LOCKED@1ITEM_SUPP_COUNTRY_LOC,cost_chg=31483962


Steps To Recreate:

1. Create 1000+ records in COST_SUSP_HEAD with status = 'A' and ACTIVE_DATE  as Sysdate+1.
2. Execute Sccext batch in Multithread .
3. Check that any one thread abort with locking issue.
