E911SMRT Task Fails For No Premise Usage Record On Global Item (Doc ID 2197369.1)

Symptoms

On : 6.2.1 version, PSR

When attempting to complete E911SMRT task,it fails to create extract records on global items, even though they are configured to be sent to E911 in the Product Catalog.


ERROR

Processing service location failed for 911 location "XXX-AAA-ABCD-0"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create non-premise products and pull it on a PSR.
2. Assign Telelphone-numbers to them
3. Assign Prov-paln with E911SMRT task to the order.
4-The E911SMRT task moves to ERROR queue with the error similar to the one mentioned below

"Processing service location failed for 911 location "XXX-AAA-ABCD-0"

E911 extract creation fails for no premise entry, but this is not a premise product.
