Performance Issue on Maintenance UI Accounts when 15000 SA Counts are Included for Processing

Problem Summary
Performance issue on IGA maintenance UI  accounts having more than 15000 SA count.

Problem Description
After selecting an IGA, the Invoice Group Maintenance Add/Edit UI loads "Search Accounts to Add" zone automatically which takes a long time on IGA accounts that have a lot of eligible DDA in the hierarchy that can be linked to IGA. The operation users feel this is not necessary when they just want to edit the existing linkages in the IGA.

The ask is to improve Performance by making "Search Accounts to Add" zone to be loaded only when user tries to add a new account to the IGA.

The issue has the following business impact:
Due to this issue, users sees a performance issue accessing data in the "Search Accounts to Add" zone. This affects productivity.


The performance issue is only see when over 15000 SA counts are added.
