BSP FSI_FCAST_IRC_FLAT Table is Incorrectly Populated When Only 'Direct Input' Forecast Method Is Selected

Oracle Financial Services Balance Sheet Planning (BSP)
On BSP 184.108.40.206.2, it seems like the FSI_FCAST_IRC_FLAT table is incorrectly populated when only 'Direct Input' Forecast Methods are selected for all IRCs in all Forecast Scenarios.
The Rate Loader process truncates the FLAT table every time new rates are loaded.
Then, the FLAT table is re-populated by BSP when the BSP administrator opens the interest rate curve and "saves" it.
This occurs even when 'Flat' forecast method is NOT selected and only Direct Input is selected. This is confirmed by query on FSI_FCAST_IRCS. FSI_FCAST_IRC_FLAT table appears to be populated for scenarios recently created and in use.
Expect that FSI_FCAST_IRC_FLAT table is only populated if Flat method is selected in the Forecast Scenario.
The issue can be reproduced at will with the following steps:
1. Go to Master Maintenance > Assumption Forms
2. Forecast Rates > Interest Rate Scenario
3. Create or Edit new scenario and only choose 'Direct Input' method.
