FCT_FirstUsageNotify Failed to Suspense the CDR

Goal
On : 7.5.0.10.0 version, Pipeline Manager
FCT_FirstUsageNotify failed and the following behaviors are observed:
1. Those CDRs instead of getting suspended are getting rated even when First Usage flag is set in the product.
2. The output file for product is not getting generated which eventually were to be loaded by UEL to set product validity.
