Assign Relationships Button And Other Menus Appear to Activate But Nothing Appears in the P6 Window

The Assign button does not launch the menu when pressed.

Scenario: When offsite or in another office, the Assign button for Relationships on Activities does not function. It does not open the Assign Relationships menu. It does do it from the home office, however.

The Assign Relationships menu should open when the Assign button is pressed.

The issue can be reproduced at will with the following steps:
1. Open the client on a satellite office's WIFI.
2. Select the Assign button in Activities, Relationships.
3. Nothing happens.

The issue has the following business impact:
Due to this issue, users cannot use the Assign button.

NOTE: This behavior can be seen in other areas of P6, where you click a button to launch a menu and nothing seems to happen.
