In What If Allocations Quantity Limits Minimum Pack Is Not Honored Even When There Is No Gross Need

In what if allocations, the pack is not getting any allocated quantity even after giving min pack of 1 when there is no gross need.
Steps to Reproduce
1. Create what if allocation.
2. Search for a simple pack and click on create worksheet.
3. Create Allocation.
4. Add a single store.
5. In policies, enter the dates where there are no sales found (To ensure need is zero).
6. Set min pack to 1 in quantity for the store.
7. Click Calculate.
