How to Auto-Schedule Recurring Leap Year Events on Feb 28 in Non-Leap Years

The use case for this is the Birthday of someone who was born on February 29th. Usually, for those people on non-leap years, their birthday is celebrated on the February 28th instead as this is the last day of the Month.
- Set a an event on a Leap Year (e.g. 2016,2020) on February 29th
- Then set a yearly recurrence on that event
In Convergence, the birthday event shows up on Leap years, and is absent on non-leap years.
How does Convergence automatically handle this use case so that any annual recurrence on Feb 29th would appear on the 28th instead in non-leap years?
