When creating an xls or xlsx import file from a custom api jxl-2.6.jar the Agile PLM BOM import has the incorrect Qty 2 decimal format.

Using xls or xlsx to import a BOM via authoring or redlines, several quantities may change a quantity from 0.55 to 0.5499999999 or from 0.5208 to 0.520799999999.

csv format works.

Expect import to work with xls or xlsx format with the correct quantity values of 0.55 instead of 0.5499999999 Or 0.5208 instead of 0.520799999999.
Expect xls & xlsx to work like csv format which deso bring over the correct quantity format.

The issue can be reproduced at will with the following steps:
1. Run Import tool
2. use .xls or .xlsx formatted import file
3. Verify the quantity format which shows the incorrect quantity values of 0.55 instead of 0.5499999999 Or 0.5208 instead of 0.520799999999
