Named Event Charge Sends REFUND_ACCOUNT Request Instead of DIRECT_DEBITING to External Billing Engine (Doc ID 2199708.1)

Symptoms

When performing a Named Event charge using Diameter Charging Driver (DCD) the 'Requested-Action' sent in the Credit-Control-Request(CCR) message is set to 'REFUND_ACCOUNT' instead of  'DIRECT_DEBITING'.
This request is sent to external Billing Engine(BE).

It happens with NCC 5.0.3 and OC3C.
