imsconnutil Error - Cannot Get Maxsession From Imapd, Make Sure Local.imap.enableuserlist Is Enabled (Doc ID 2199964.1)

Symptoms

Imsconnutil gives an error, despite the required parameters being set.

Example:

$ imsconnutil -k -u imaptest_user
cannot get maxsession from imapd, make sure local.imap.enableuserlist is enabled.
imaptest_user not connected
cannot get maxsession from imapd, make sure local.imap.enableuserlist is enabled.
Unable to kill imaptest_user

$ msconfig
msconfig> show enableuserlist
role.imap.enableuserlist = 1
msconfig> show enablelastaccess
role.base.enablelastaccess = 1
msconfig>

As you can see from the above output, enableuserlist and enablelastaccess are enabled and the server has been restarted since this config change was made.  So why is it giving that error?

During this same time, the imap log shows:

$ grep 15335 imap
