The Cursor C_LOCK_DOC_HEADER is Giving Lock on Two Tables in the Wrong Way (Doc ID 2200173.1)

Symptoms

In the FM_FISCAL_DOC_HEADER_SQL.UPDATE_FISCAL_DOC_NO package the C_LOCK_DOC_HEADER cursor is giving lock on two tables (FM_FISCAL_DOC_HEADER and FM_FISCAL_UTILIZATION)

Steps To Recreate:

1. In the FM_FISCAL_DOC_HEADER_SQL.UPDATE_FISCAL_DOC_NO package the C_LOCK_DOC_HEADER cursor is giving lock on two tables (FM_FISCAL_DOC_HEADER and FM_FISCAL_UTILIZATION)
2. It should only lock FM_FISCAL_DOC_HEADER.
