MetaSolv Solution Allows User to Complete Telephone Number PSR Change Order Prior to Telephone Number PSR Disconnect Order (Doc ID 2201857.1)

When a PSR order for a telephone number in a pending disconnect (PendDisc) status is created, users are able to complete the newly created telephone numbers PSR order before due date completing the previous pending disconnect (PendDisc) telephone numbers PSR order.  This causes the higher suffix to go InService before the lower suffix is disconnected.
