Order Stuck In Amending During Revision Of Upgrade Promotion

Symptoms
Order is stuck in amending state during revision of upgrade promotion . Existing Product is deleted and a new Product is added during Revision.
Following error is displayed:

Steps to Reproduce:
1. On a completed Asset, place an Upgrade Promotion
2. Place a revision order for Upgrade Promotion order by modifying a Product
3. Order will be stuck in amending state with the specified errors.
